Permissions functionality update

We are introducing inheritance for user permissions. For users and roles, each permission can now have three states in the UI: inherited, granted, or not granted. For groups, permissions will only have two states: granted or not granted. See more details in our documentation (https://fleio.com/docs/2025.09/staff/settings/authorization.html).
